The Committee on Freedom of Speech and Information recommends that the Parliament should reject the draft law to amend article 21 of the Law “On Advertisement” (re limitation of advertising of medicines, medical equipment, and methods of prevention, diagnostics, treatment and rehabilitation)

The bill (Reg. No. 1123) predetermines that advertising of medicines, medical equipment, and methods of prevention, diagnostics, treatment and rehabilitation can be placed exclusively in the specialized publications, designed for medical institutions and doctors, and can be spread during seminars, conferences, and symposiums on medicine.

People’s deputies agreed with the conclusions of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat, under which, establishment of prohibition on advertising of medicines can cause decrease in advertising production and, thus, reduction of state budget revenues.

Participants of the meeting stressed that legislative limitations hinder development of the advertising market.

Committee members believe that special attention should be attached to balancing advertising legislation.
